Review of the Monitoring & Evaluation (M&E) of Titian Foundation’s Teachers Quality Improvement (TQI) Programme
Teachers Quality Improvement Program is a programme of Titian Foundation that has been implemented in Yogyakarta. The TQI programme aims to make schools a positive learning space where students optimise learning. Three objectives were set to reach the goal: (1) To improve headmaster leadership skills in providing support and leadership in the school based management, (2) To increase the ability of teachers to deliver active, innovative, communicative, and fun learning (PAIKEM), (3) Enable MONE to deliver training in TQI competencies.
CIRCLE Indonesia was invited to conduct a review on M&E applied in the first year of the programme implementatio. The review was carried out on 12-13 August 2011 with the following objectives.

To provide feedback on the existing measurement tools;

To provide feedback on the steps of in program implementation;

To provide recommendations for the more comprehensive monitoring evaluation in the second year.
Some methods used in this review are as follow:

Document Study (Proposal, TQI Logical Framework, TQI Work Plan, Batch 1 Evaluation Report, Batch 2 Evaluation Report, TQI Monthly Report April 2011, Registration Form Participant, Facilitator Assessment Form, Sample of Classroom Climate pre-test, Sample of Classroom Climate post test; Students’ Pretest and Post Test , Comprehension Sample of Materials, Sample of Participants ‘Response, Sample of Teachers’ attitude pre-test, Sample of Teachers attitude post-test, Technical Report TQI Training Year 2010/2011)

Brainstorming, discussions with all program staff;

Focused Group Discussion with the beneficiaries (teachers who accomplished the training and accompaniment and teachers who have attended training but have not been accompanied).
The result of the review was presented at the end of the meeting on 13 August 2011. As according to the program staff, this review has provided them with new understanding on the logic of program intervention and how to conduct a systematic program monitoring and evaluation.
