Youth Situational and Gender Analysis, District of Rembang and Greater Surabaya

Plan Indonesia has implemented Youth Economic Empowerment in Grobogan, Central Java since early 2011. Currently Plan Indonesia is developing YEE programme in Rembang Regency and Surabaya City. As an initial stage of developing this programme in Rembang and Surabaya, Plan Indonesia had a view that it was important to have an analysis of the situation and gender encompassing the youths in both places.
This research was conducted by employing both qualitative and quantitative approaches. The qualitative approach was conducted by doing surveys that used structured questionnaire whereas qualitative approach was done by conducting in-depth interviews and focus group discussions (FGD). This research also conducted a review of secondary data to strengthen the context and analysis of the research.
This research used quota sampling method to determine the number of quantitative sample by targeting 150 youths in Rembang and 150 youths in Surabaya and its surrounding. In line with the YEE programme that targeted 80% of its beneficiaries were female youths, the survey also gave more sample quota to female youths than to male youths. Purposive sampling was used to select villages that were surveyed. The main criterion for the selection was that the villages were located around or not to far from industrial centres. Additional criteria were applied for Rembang. The villages selected had to represent the geographical characteristics of the location, which were close to coasts, on plain and mountainous areas. In addition to the purpose of selecting villages, purposive sampling method was employed to determine the qualitative respondents, namely those who were considered to have relation to the programme, such as parents of the youths, spouse (husband or wife), community prominent figures, heads of local administration (dusun and/or village), related governmental agencies, such as Workforce, Social Affairs and Transmigration Agency, Industry and Trade Agency, Local Development Planning Body and industrial association, such as Chamber of Commerce and Industry and Indonesia Employers Association.
Field research was conducted from November 1st to November 10th, 2012. It eventually involved 301 youths as respondents of the quantitative survey, comprising 151 youths in Surabaya and its surrounding and 150 youths in Rembang, 202 (67%) of whom were female youths. There were 101 parents who became quantitative respondents, 56 of whom were in Rembang and 54 in Surabaya and its surrounding. This research also involved 19 qualitative respondents in Surabaya and 61 in Rembang. The secondary data that was used to strengthen the context and analysis was obtained from Central Statistics Agency of Rembang, namely Data Indikator Sosial Ekonomi Rembang 2011 (Data of Social and Economic Indicators of Rembang 2011), Rembang dalam Angka 2012 (Rembang in Figures 2012), data of the diffable from the Social Affairs, Workforce and Tansmigration Agency 2010, data of Survei Tenaga Kerja National (abbreviated as Sakernas, National Employment Survey) East Java from the Badan Perencanaan Pembangunan Daerah (abbreviated as Bappeda, Local Development Planning Body) East Java, Kabupaten Sidoarjo dalam Angka 2011 (Sidoarjo Regency in Figures 2011) and Kabupaten Gresik dalam Angka 2011 (Gresik Regency in Figures 2011).
