Independent Progress Review (IPR): Pilot Initiative Program of PRSF – TIFA Poverty Reduction Through Safety In Migration In West Nusa Tenggara and East Nusa Tenggara (July – November 2014)

The PRSF project on “Poverty Reduction Strategy through Safety in Migration: A Pilot Initiative” (PRSM) is being implemented by TIFA Indonesia as the continuation of the “Empowerment Program for Indonesian Migrant Workers and Families in their Place of Origin”, which was carried out by AusAID ANTARA from April 2009 to November 2010. Following the evaluation and learning process, the following year on March 2012, PRSF signed a new agreement with TIFA Indonesia, to implement the PRSM project. This project was fully implemented by Yayasan TIFA Indonesia on December 2012, in collaboration with five local-partners in 6 districts, including ADBMI (East Lombok), Koslata (Sumbawa), RPK (Kupang), PPSE Keuskupan Belu (Belu and Malaka), and Delsos Keuskupan Larantuka (East Flores).

The objectives of the independent review of safe migration project in NTB and NTT are;

  • To identify project achievements and outputs, especially at the beneficiary’s level
  • To identify challenges in the process of achieving the planned outcomes
  • To measure project’s contribution to gender equality and women empowerment.
  • To identify factors supporting the sustainability of the project
  • To identify lessons learnt for improvement of future performance.

The IPR used both quantitative as well as qualitative methods. The quantitative method was done through the distribution and analysis of 400 questionnaires in 4 districts, i.e., the Districts of East Lombok, Sumbawa, Kupang, East Flores and another 100 questionnaires for two more districts, i.e. Belu and Malaka. In each district two villages were selected according to established criteria, and within each selected village 50 respondents were chosen proportionally. While the qualitative method was done through in-depth interviews with 150 key informants and 20 FGDs in 6 districts, so 4 per district, except for Belu and Malaka District, only 2 FGDs per district. Those FGDs were conducted in 2 selected villages within 6 districts. In addition, a number of key stakeholders from BNP2TKI, DFAT, PRSF and TIFA staffs were also interviewed. Similarly, interview was also conducted with general consulate of Indonesian Republic in Sabah, Malaysia, as well as 2 FGD with groups of paralegal in Kinabalu and Keningau, Sabah, Malaysia.**
